Unified Planning Work Program

The Unified Planning Work Program (UPWP) is a federally mandated document detailing the planned work activities for the Skagit Metropolitan Planning Organization (MPO) and Skagit/Island Regional Transportation Planning Organization (RTPO). It describes the work programs the MPO and RTPO will undertake each year along with the associated federal and state expenditures. This document is produced in association with local, regional, state, and federal planning agencies.

The 2017 UPWP, approved by the SCOG Transportation Policy Board on May 18, 2016, is listed below:

SCOG is required by 23 CFR 420.117 to report annually on UPWP progress. SCOG must submit performance and expenditure reports detailing the progress made in fulfilling the UPWP, which include: Comparison of actual performance with established goals; progress in meeting schedules; budgeted amounts compared to actual expenses; cost overruns or underruns; and approved work program revisions
