Regional Transportation Improvement Program

SCOG is required by Federal and State regulations to develop a Regional Transportation Improvement Program (RTIP).  The RTIP is the financial plan that identifies and prioritizes federally funded and regionally significant transportation projects to be carried out in Skagit County. Projects including Federal funds must appear in the RTIP and are approved by the SCOG Transportation Policy Board, Washington State Department of Transportation (WSDOT), Federal Highway Administration (FHWA), and Federal Transit Administration (FTA).  The projects are then included in the Statewide Transportation Improvement Program.  While the RTIP is a six-year document, the projects in the first four years are fiscally constrained and included in the STIP.  All projects in the RTIP must be consistent with the Skagit 2040 Regional Transportation Plan.

Annual Listing of Federal Obligations

Under 23 CFR 450.332 SCOG is required to post a listing of all federally funded obligations for projects within the Metropolitan Planning Organisation boundaries for the previous calendar year.

RTIP Amendments

Amendments to the 2017-2022 Regional Transportation Improvement Program will be permitted on a monthly basis. Amendment proposals must be submitted to Gabe Philips by the following deadlines:
