			<content:encoded><![CDATA[<h3>MTP/RTP</h3>
<p>Skagit and Island Counties are Washington State’s 11<sup>th</sup> and 14<sup>th</sup> most populous counties respectively, with a total population of just  over 190,000, and are expected to grow by between 50,000 and 100,000  residents over the next 20 years. The area is also a burgeoning  commercial/industrial center and a regional tourist attraction. <strong>The Skagit-Island Regional Transportation Plan</strong> is an important planning document that addresses future transportation  needs over the next 20 years, to ensure the timely and efficient  movement of people and goods throughout the region. The Plan is  officially known as the <strong>Metropolitan and Regional Transportation Plan</strong>, or <strong>M/RTP</strong>, but for the sake of simplicity it is referred to as the <strong>Regional Transportation Plan</strong>.</p>
<p>An update to the <strong>Plan</strong> is needed to comply with federal and state planning requirements and new federal laws, and to maintain the region’s <strong>eligibility for state and federal transportation improvement funds</strong>.</p>
